Job Title : Human Resources Manager
Peromnes Grade : P05 (R1 438 272.94 CTC Per Annum)
Location : Pretoria (Head Office)
Reporting Line : Executive Manager – Corporate Services
Overall Job Purpose : To ensure that the CGS’s general employment policies, procedures and practices are at all times relevant to the company’s needs and that they comply with all relevant legislation.
KEY RESPONSIBILITIES
Policies and Procedures
- Develop, update and implement all HR policies and procedures.
- Establish, maintain and implement company policies and procedures.
- Assist other managers with the implementation of the company’s policies and procedures and other legal requirements related to the HR function.
Industrial Relations
- Manage and maintain a stable industrial relations culture.
- Liaise and or meet with employees and or their representatives (including Trade Unions) in order to: foster maintain (or where necessary, regain) industrial harmony; and or give effect to and comply with all relevant labour legislation, determinations and awards.
- Assist Line Managers in the application of the company disciplinary and grievance procedures.
- Represent the company in external dispute resolution proceedings such as in the CCMA and or where necessary brief representatives from the legal profession to represent the company in such proceedings and or in the Labour Court.
Employment Equity and Skills Development
- Ensure that the Employment Equity Act is complied with in full.
- Submit the Employment Equity Plans within specified timeframes to the Labour Department.
- Consult and give input into development of Employment Equity Plans.
- Identify Employment Equity quota requirements and advise on status of compliance to targets.
Skills Development
- Identify training / skills / competency needs within the organization.
- Coordinate career development, needs in partnership with line management.
- Manage WSP/ATR within the prescribed timeframe.
- Identify skills shortages and where there is need to improve and inform management
Performance Management
- Manage the company performance management process.
- Custodian of effective performance management practices.
- Implement performance management / talent management initiatives.
- Ensure that performance management is standardized.
- Ensure that all employees are informed of and trained in the application of the performance management model and system.
- Monitoring, evaluating and reporting results.
Change Management
- Lead programs that are aimed at improving employee morale.
- Identify and analyze current organizational effectiveness.
- Implement employee surveys.
General Personnel Administration
- Manage the HR Business Unit.
- Supervise and assist employees in the HR Business Unit.
- Oversee the maintenance of personnel records and files.
- Oversee administration of benefits including retirement, medical and leave.
Training and Development
- Coordinate training interventions and development opportunities for CGS employees
- Establish training needs.
- Plan and arrange training
- Maintain training records
Staff Recruitment, Selection & Retention
- Assist Line Managers with recruitment of new employees and the maintenance of suitable contracts of employment.
- Develop strategies for recruitment and selection as well as retention of staff.
Strategic Focus
- Supports the achievement of business targets by developing, promoting, managing and maintaining effective HR policies, programs, procedures and practices.
- Align H R best practices with the company’s strategic plan.
- Identify and recommend and where appropriate, implement Organizational Development interventions.
- Manage HR Business Unit in such a way that value is added to the organisation and so that this value can be measured and quantified.
Employees Assistance Programme (EAP)
- Oversee the EAP for the CGS
Mining Qualifications Authority
- Develop and ensure good relations with Mining Qualification Authority.
Management Reporting
- Compiling and reporting on HR progress to the Management and the Board.
KEY PERSONAL ATTRIBUTES

- Excellent writing skills.
Knoeledge and Experience
- Minimum 10 years’ experience in HR Management role or related leadership role.
- Experience in developing HR Policies.
- In depth knowledge of wide range of labour relations issues.
- Strong knowledge of SA legislation.
EDUCATIONAL QUALIFICATIONS:
- B Degree in Human Resources Management or equivalent.
- Post Graduate degree will be an added advantage.
