Requirements: * Matric certificate * Have at least a three (3) year tertiary qualification in Law from a recognised tertiary institution OR Have a three (3) year qualification in Traffic Management or Police Management or equivalent qualification from a recognised tertiary institution OR Have practiced as an attorney or advocate, magistrate or prosecutor or traffic officer or police officer for an uninterrupted period of at least three (3) years * Have at least three (3) years relevant working experience * If currently employed as a magistrate, prosecutor, or by SAPS or an issuing authority and if successful, applicant will be required to resign from that position* Must be in possession of at least a code B valid driving licence free of endorsements * Extensive knowledge of the AARTO Act and regulations, National Road Traffic Act and regulations, Provincial and Local Authority By-Laws, Criminal Procedures Act, National Land Transport Act and regulations, Cross Border Road Transport Act, Promotion of Administrative Justice Act, Promotion of Access to Information Act and relevant Regulations applicable to traffic and transport management * Computer literacy (MS Word, Excel, PowerPoint, Internet searches relating to case law, etc.) * Ability to apply one’s mind fairly and objectively and uphold justice in the adjudication of cases and demonstrate the good and ethical values of the Agency * Required to provide valid reasons for all cases adjudicated and substantiate reasons for decisions * Required to work on-site in the office * Must be able to work from home when required (Quiet area to work without interruption, Desk for laptop, mouse & extra screen, Office chair, Resident in an area where Vodacom 3G/4G reception is available, Safe storage of laptop).

Duties: Support the optimisation of the section/unit:* Contribute to the development of operational plans in the Unit’s/Section * Comply to all policies and procedures in the Unit / Section * Systematize the achievement of deliverables against operational plans * Demonstrate knowledge of the latest development within area of expertise * Take ownership for own work, performance management and development * Introduce improvement opportunities within area of expertise in line with best practice to optimise performance * Engage in problem solving and continuous improvement to maximize output of area * Adjudication of representations applications: * Receive own Representation pending list from the Manager Representations, or any online distribution list for adjudication purposes * Conduct investigation to verify facts when necessary * Allow or reject the representations if there are reasonable grounds/no such reasonable grounds * Populate relevant adjudication NCR transaction as required * Ensure that the 21 day adjudication rule is observed and adhered to * Notify the Manager Representations of any matter that may result in an representation not being adjudicated within the 21 day period allowed * Support the Manager: Quality Review in quality assurance processes * Generate and issue the certificate of outcome for representations adjudicated * Liaise and communicate with the Issuing Authorities when required on unsuccessful / successful representation outcomes * Promptly handle queries from external stakeholders on representation results * Update the national contraventions register accordingly with the required representation result outcome * Compile and submit reports to the Manager: Representations * Provide support to all RTIA AARTO campaigns in the organisation as and when requested * Take responsibility for all own adjudications undertaken and testify/ provide affidavits in any litigation matters pertaining to own decisions taken pertaining to the representation (s) adjudicated * When summonsed to appear before the Appeal / Review Chairperson, ensure that such support and evidence is presented as required * Contribute to mitigation of risks * Contribute to review and enhancement of Representation policy, standard operating procedure and framework * Subject to audits and/or investigations to confirm absence of inappropriate conduct * Inappropriate conduct may lead to dismissal.
