Learning Programmes Operations Administrator (Temp) x 3

Paterson Grade: B5: R16, 218.08 p/m (3 Months Contract) 

The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development training in terms of the Skills Development Act 97 of 1998, under the Department of Higher Education and Training (DHET). The MQA also supports mine health and safety for the mining and minerals sector in terms of the Mine Health and Safety Act 29 of 1996, under the Department of Mineral Resources and Energy (DMRE).

The MQA requires the services of Learning Programmes Administrators on a contractual basis in the Learning Programmes Unit.

Role purpose

The Learning Programmes Operations Administrator (Temp) will be required to provide additional support to the Learning Programmes Unit as well as the Artisan and Non-Artisan Learning Programmes Specialists by performing the following duties: 

  • Investigate by checking old annexures to determine if the MQA has a contractual obligation for the active learners on MQA-I-Share and commitment schedule;
  • Send out communication for inclusion of the leaners where a contractual obligation exists;
  • Compile the necessary motivating document(s) for the inclusion of the said learners in the commitment schedule;
  • Compile the necessary motivating document(s) for the removal of learners from the MQA-I-Share system, whom the MQA is not obligated to pay;
  • For all other learners, engage employers to extend or terminate contracts to mitigate the risk of leaners expiring without getting necessary extension from the employers. This will be a day-to-day activity;
  • Perform general administration of learning programmes contracts and grants related to expiring artisan and non-artisan contracts;
  • Co-ordinate and control internal and external documents for the expired contracts project;
  • Maintain the learning programmes learner database in respect of the scope of the project;
  • Establish and maintain a high level of customer service;
  • Assist and participate in the administrative requirements necessary for monitoring the expiring learners on a day-to-day basis and effect grants processing thereof; and
  • Perform any other duties delegated by the Learning Programmes Manager and the Learning Programmes Specialists. 

Qualifications

  • National Diploma/Degree in Administration/HR Management/Training/Management/Operations or equivalent NQF Level 6 qualification.
  • A Bachelor’s degree in the above-mentioned fields or an equivalent NQF Level 7 qualification will be an added advantage.

Experience

  • At least two (2) years’ experience in administration;
  • Knowledge of document management systems;
  • Knowledge of key legislation or regulations such as the Mine Health and Safety Act, the Skills Development Act, etc., will be an advantage; and
  • Knowledge of learning programmes administration and management processes, particularly in relation to learning programmes agreements will be an added advantage.

Competencies

  • Good verbal and written communication skills;
  • Good interpersonal and organisational skills;
  • Good working knowledge of MS Office packages such as Word, Excel, PowerPoint and Outlook;
  • The ability and willingness to travel and work flexible hours; and
  • Knowledge of the mining and mineral sector will be an added advantage.
